Conference: Investing in (Municipal) Resilience

The Conference aims to underscore that in 21st century, investment into development needs to be “smarter” than at any other moment in history. The Conference aims to demonstrate that investing in resilience reduces the cost of recovery and reconstruction in case of natural or human-induced disasters, but also increases capacities and resources of people, assets and governance system to cope with future shocks and stresses.

Within the program of the conference (1) Capacities and (2) Resources are underscored as necessary pre-requisites for building resilience, together with the need for (3) Financing instead of Funding, so as to contribute to the shifting paradigm in development, underscoring the need to mobilize resources from different sources, through effective partnerships, and to leverage private funding through public and ODA investment.

The Conference will consider resilience in the context of the Sustainable Development Goals (SDG). Each of the targeted issues shall be represented in one session. Discussions will be guided by three questions:

1. What human, institutional and governance capacities are necessary to achieve progress on particular targets?
2. What human/financial resources are required?
3. How to achieve financing of these goals?
