The policy alert highlights that the strategic interest of Serbia and the Western Balkans region should be a full and permanent exemption from the application of the EU CBAM Regulation, in line with point 1 of Annex III, rather than partial and revocable arrangements. The document argues that such an exemption can be achieved through linking national emissions trading systems with the EU ETS, pursuant to Article 25 of the EU ETS Directive, with an appropriate transitional period to meet the necessary conditions. The aim of the policy alert is to contribute to expert and policy discussions on this pathway as a key regulatory and strategic orientation in the context of EU accession.

This policy alert is a joint initiative of four Western Balkan organizations: the Foundation BFPE for a Responsible Society, the Center for Sustainable Energy Transition (RESET), the ZIP Institute, and the Balkan Policy Research Group (BPRG).
