The launching event of the joint European Union and Council of Europe ROMACTED Programme Phase II on “Promoting good governance and Roma empowerment at local level” will take place on Tuesday, 2 November, at the MPs’ Club (Tolstojeva 2, Belgrade), starting from 13:00 onwards.

The opening session will be moderated by Tobias Flessenkemper, Head of the Council of Europe Office in Belgrade, with opening remarks from the following:

  • Gordana Čomić, Minister of Human and Minority Rights and Social Dialogue of Serbia
  • Emanuele Giaufret, Head of the Delegation of the European Union to the Republic of Serbia
  • Stevan Gligorin, State Secretary, Ministry of Public Administration and Local Self-Government of Serbia
  • Dalibor Nakić, President of the National Council of the Roma National Minority
  • Sonja Licht, President of the Foundation BFPE for Responsible Society
  • Marina Vasić, ROMACTED Programme Manager

Organised by the Council of Europe Office in Belgrade and the Roma and Travellers Team from Strasbourg, in close co-ordination with the Ministry of Human and Minority Rights and Social Dialogue and the EU Delegation to Serbia, the event will bring together national and international partners, as well as representatives from the 14 partner cities and municipalities in Serbia and Roma civil society.

A significant moment of this event will be the signature of the Memoranda of Understanding as a tripartite agreement between the Council of Europe, Ministry of Human and Minority Rights and Social Dialogue, and the representatives from local authorities who will actively participate in the implementation of ROMACTED Phase Two.

The joint EU-CoE ROMACTED Programme “Promoting good governance and Roma empowerment at local level” Phase II (2021-2024) is a natural follow-up to the implementation of Phase I of the ROMACTED Programme in the Western Balkans and Turkey (2017-2020), which will serve to consolidate and expand efforts to improve the integration of Roma populations in local communities through enhanced participation in local policymaking and implementation of local actions. ROMACTED II will continue to assist the local authorities to integrate Roma specific dimensions/measures into the mainstream local policies, action plans related to these policies, budgets and public service delivery, thereby enhancing democratic participation and empowerment of local Roma communities.
